How do I get my top site buttons to scroll like this website http://blessings.top-site-list.com/? When I add my site to other toplists can, I just copy and paste the code that they give me. How do I do this?

You can paste HTML code into your Welcome module or your Custom module.

Use the MARQUEE command to scroll stuff, here's a guide...
