When admins or moderators are editing (or creating) a topic, there will be options to make the topic sticky, and annoucement, or the default: normal.
With regards to the groups in phpBB, there are implicit groups for moderators and members, so usually there isn't a need to create these groups. Typical group examples are "boys" and "girls", or "staff", or "inner circle". You can create special permissions for group members, such as forums private to them.
To make a moderator, use User Admin -> Permissions in the admin panel.
Members can have special permissions not available to the general public: forum visitors. Use Forum Admin -> Permissions to make a forum only viewable, reable, postable, etc. to members and invisible, or at least non-postable to non-members.
You might want to create a special member group: "list owner". You can create private forums for list owner members. You can manually set a member to the list owner group, or you can allow members to apply to be in the list owner group using the "Groups" link, where then admin can then quickly approve or disapprove their group membership request. Group permissions are set in Group Admin section.
