Lists that use the Portal layout option can create a poll that will be displayed in a box on their top site list using the Poll Module. Only members registered with their list will be able to vote. The Poll is configured from your admin section under the link, Portal Config.
Whether your top site list uses the forum option or not, a forum thread must be created that includes a poll. If you do not use the forum feature for your top site list, there won't be any public links to your forum, so you can locate it with a link similar to the following...
http://yourlist.top-site-list.com/forum.html
Just change "yourlist" to the access name of your top site list.
Next, enter one of the subforums. If you don't use the forum feature, there will probably be only one, the default forum. Enter a forum. (Make a note of the forum number in the URL, as this will be needed in a subsequent step.) Once inside a subforum, create a new thread. The posting form will contain options at the bottom to configure a poll. Enter the poll questions and the desired poll options. Once done configuring the poll submit the new thread.
Now you can configure your Portal options for the Poll Module, so that your new poll will appear on your list...
Poll Module - This block can display the latest poll from selected forums. You can optionally turn it off. Select a forum for choose the latest poll from with the Poll Forums parameter, a comma separated list of forum numbers. You can find the number of any forum by looking at it's URL, for example 2, in this case:
