is there a way to allow people to vote for sites while at the list? or can you only vote using the voting button on that specific site?

Sites are ranked by votes, which represent their ability to drive traffic to the list. Clicks from the list to member sites are hits. The more votes sent, the more chance of hits. No plan to change that basic structure.
