1. Go > General Admin / General Config : Avatar Settings
2. Go > List Admin / Top Site List Config : Banner Settings

Yes i know that but i dont want change banner height or widht i want change maximum banner file size

It's not possible to increase banner file size beyond the system limit. This is to maintain reasonable load times for the list pages which may have up to 50 banners.
