Another option is setting your General Config -> User Authorization to a higher level. If you've got it at None, change it to User. If you've got it at User you could try it at Admin for a while. This will allow/require you to manually approve all new members. Some might like this as it provides 100% control, for others it may only be good as a temporary option.
Also, I know this guy has been a pain, so I've tweaked the code an added a global ban on his URL. I hope this will help.
