Meta tags and Google ads

Helping a friend with a topsite I had them get.

http://comexcentral.top-site-list.com it is a runoff from their http://comexcentral.com site.

It seems the votes are not being couted but hits are?

In the html areas there seems to a ( " ) that keeps appering and can't be deleted?

Lat two questions, Meta tags, How can we add meta keywords etc. other then using the html area if we use the html area the template changes even if we are just placing in the header/meta tags.

Last, is there or will there ever be a fee we could pay to remove the toplist links? Dont care to much about the google ads, but would like the toplist link from logos,site and other removed if his ever becomes a option.

P.S. Goole ads, This is a seo webmasters toplist and we will sometimes get google ads for " Search Child molesters " etc. ????

Example, I simply want to add something simular to this:

Votes have security features that limit counting of votes from same people. This is to control cheating and keep a level playing field.

And related to meta tags, we do not currently have any way for admins to adjust those. Sorry.
